Nearly two decades ago, immediately after the invasion of Kuwait by Saddam Hussein, United States Congress member (later Presidential candidate) Paul Simon sought Jawad Hashim's opinion on how he sees the Middle East post Gulf War. Hashim provided Mr. Simon his written opinion on The Shape Of The Post Gulf War, Middle-East. It became part of U.S. Congressional Record. Part of that written opinion dealt with the background of the Arab region. What follows is an extract of that paper. Here, Hashim calls it The Arab Countries: At a Glance. Surprisingly, what was described two decades ago as characteristics of the Arab countries then still apply now at present time!

This study was first published in International Statistical Institute in 1972, by Jawad M. Hashim when he was Minister of Planning in Iraq at that time. The purpose of this study is to discuss some practical problems inherent in determining the amortization, in order to fill the various gaps that exist, and indicate solutions that are consistent with the needs of accountants. The study is divided into two parts: the first deals with the depreciation of its various aspects and effects of price changes on its calculation. The second part discusses the problems of obsolescence, payment of insurance charges and the effects of long life assets in determining the gross and net investment.
President Jalal Talabani Receives Jawad Hashim

President of the Republic of Iraq Jalal Talabani received Dr. Jawad Hashim (Iraq's former Minister of Planning and former President of the Arab Monetary Fund) in Washington, DC, on August 30th, 2008.
During the meeting, the President and Dr. Hashim discussed the situation in Iraq and the evolvement of the democratic process since the fall of Saddam's regime. President Talabani expressed his wishes for the return of Dr. Hashim to Iraq to participate in the restructuring of economic planning apparatus with a view of creating an efficient system and mechanism to speed up the implementation of strategic economic program which Iraq badly needs. Two days prior to the meeting, President Talabani sent a letter to Dr. Hashim.
